Medan Glesbygdsverket tror på en grön våg falnar hoppet för småkommunerna i skogslänen. Vissa kommuner i norr kan tappa mer än halva sin befolkning på 40 år. På en del håll görs mer eller mindre fantasifulla försök att vända trenden. Strömsund vill bland annat locka invandrare. Men företagaren Tarek El-Sherif är besviken.
